In the pursuit of acquiring a driver's license, individuals embark on a long journey of learning, practice, and, ultimately, examination. This examination, particularly the practical test, is meant to assess competency and ensure safety on the roads. However, recent revelations by the National Vigilance Center (NVC) paint a bleak picture of this process in the Kathmandu Valley. The NVC's findings suggest a systemic failure within certain driving license trial centers, leading to unjust outcomes for test takers. The NVC's investigation uncovered a disturbing trend: several trial centers in the Kathmandu Valley are intentionally failing examinees and coercing them into obtaining fake licenses for personal gain. This revelation strikes at the heart of justice and fairness, undermining the very purpose of licensing examinations. What makes this situation even more alarming is the apparent negligence and complicity of the authorities. Despite clear evidence of malpractice, the Bagmati provincial government, under whose jurisdiction these trial centers operate, has turned a blind eye to the issue. Despite repeated warnings and calls for action from the NVC, the provincial government has failed to take decisive steps to address the rampant misconduct within these centers.

The NVC's report exposes a series of violations committed by these trial centers, ranging from failure to adhere to prescribed standards during practical examinations to the lack of necessary infrastructure and vehicles for testing. Such negligence not only undermines the integrity of the licensing process but also puts the safety of road users at risk. Instances where trial centers compel examinees to use their own vehicles during tests further exacerbate the problem, creating an environment ripe for exploitation and manipulation. It is not reasonable that individuals seeking to abide by the law and obtain a legitimate license are being subjected to such unjust treatment. The implications of these findings cannot be overstated. Beyond the immediate injustice faced by test takers, the prevalence of fake licenses poses a significant threat to public safety. Every individual granted a license through fraudulent means represents a potential hazard on the roads, endangering the lives of innocent people.

In light of these grave revelations, we demand immediate action from the authorities. The first step would be to conduct a thorough investigation into the operations of these trial centers, with a focus on identifying and holding accountable all those involved in corrupt practices. The individuals responsible for perpetrating such injustices must be penalized and measures must be taken to ensure that such malpractice do not repeat in the future. Furthermore, the Bagmati provincial government must be held accountable for its inaction in addressing this critical issue. It is unacceptable that those entrusted with upholding the law and ensuring public safety have failed in their duty to do so. Immediate steps must be taken to rectify this failure, including the swift closure of any trial centers found to be operating in violation of established standards. Justice must prevail, and those responsible for perverting the licensing process must be brought to justice. Anything less would be a betrayal of the trust placed in our institutions and a grave disservice to the countless individuals affected by this corrupt practice.
